Pax URL 1.3.1 Released

Today, March, 30th, 2011 the Pax URL project has been released in Version 1.3.1.
This is the natural followup to 1.3.0 and mainly concentrates on the Aether protocol handler:
- Fixed Proxy + Mirror handling with Properties
- Much saner Local Repository resolving
- Naming repositories is now mandatory in aether + mvn. (http://issues.ops4j.org/browse/PAXURL-121)
