Use a default args file if present

Description

In order to support optionless start up of pax runer, pax runner should look for a default file (runner.args) in the current directory. If the file is present the file should contain a list of startup options (as those you could supply when running pax-run). In that case the options from the file will be appended to the supplied options. In case of a collition betwen the options supplied in the command line and those supplied in the args, the ones from the command line will win.
